하루 15만㎥의 담수를 생산할 수 있는 인도 네밀리 담수화 플랜트(Nemmeli desalination plant)가 준공식을 갖고 본격 가동에 들어갔다. 

인도 타밀나두주 첸나이시에 소재한 이 담수화 시설은 스페인의 수처리 전문기업 코브라-테다구아(Cobra-Tedagua)와 텍톤(Tecton)이 구성한 컨소시엄이 개발한 인도 최대 규모의 도시용 해수담수화 프로젝트로 담수 생산능력은 15만㎥/일이다.

네밀리 해수담수화 플랜트는 기후변화의 영향에 대처할 수 있는 능력과 전체적인 신뢰성을 보장하는 강력한 전처리를 갖춘 상징적인 프로젝트로, 2월 24일 준공식을 가졌다.

이 프로젝트는 첸나이 수도권 상하수도 위원회(Chennai Metropolitan Water Supply and Sewerage Board, CMWSSB)에 위해 코브라-테다구아(Cobra-Tedagua)와 텍톤(Tecton)이 구성한 컨소시엄에 의해 건설됐으며, 해수담수화 시설 중 인도에서 가장 중요한 프로젝트이다.

테다구아 컨소시엄은 세계에서 가장 인구가 많은 지역 중 하나인 첸나이시에서 하루 15만㎥의 식수 생산 능력을 갖추고 있어 100만 명 이상의 사람들에게 담수화된 물을 공급할 수 있다.

이번 준공식에는 타밀나두 주의 최고 권위자인 M.K. 스탈린(M.K. Stalin) 총리 등이 참석, 주요 참석자들과 담수화 시설과 물 생산 과정을 직접 둘러보았다.

네밀리 담수화 시설은 층상 침전(lamellar sedimentation), DAF(가압부상공법), 한외여과(ultrafiltration) 및 일반적인 화학적 조정을 포함하는 다양한 전처리 기능을 갖추고 있다.

이로 인해 플랜트는 열악한 원수 수질이나 급격한 유입수 변화에 대한 적응력이 향상된다. 이 모든 것이 낮은 전력 소비와 함께 기후변화의 영향에 대비하여 탄소 배출량을 줄이는 가장 강력한 해수담수화 플랜트 중 하나가 된다.

이 프로젝트에는 유입 파이프 길이가 1km이고 배출구 길이가 600m인 해양작업도 포함되었다.

네밀리 해수담수화 플랜트에서 생산된 물은 첸나이 남부의 14개 도시 지역에 공급되어 양질의 수자원에 대한 접근이 제한된 지역이나 물부족에 노출된 인구 밀도가 높은 지역에 혜택을 준다.

이 담수화 시설은 첸나이 수도권 상하수도 위원회(CMWSSB)와 테다구아 컨소시엄 관계자들의 긴밀한 협력으로 성공적으로 준공이 되었으며, 향후 20년 동안 운영관리를 통해 100만 명이 넘는 주민의 생활 수준을 향상시킬 것으로 기대된다.

This is the country’s largest seawater desalination project for municipal use, fully developed by the consortium formed by Cobra-Tedagua and Tecton, with a production capacity of 150,000 m3/day.

This is an emblematic project, which has a robust pretreatment that guarantees its total reliability and ability to cope with the effects of Climate Change.On February 24, the inauguration of the Nemmeli Desalination Plant took place, located in the city of Chennai (India).

This is the most significant project in the country in terms of seawater treatment, fully developed by the consortium formed by Cobra-Tedagua and Tecton for the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB). 

It has a production capacity of 150,000 m3/day of drinking water that provides desalinated water supply to more than one million people in one of the most populated areas of the world.

The event was presided over by the Chief Minister, the highest authority of the state of Tamil Nadu, who was able to see first-hand the state of the facilities and the water production process along with the rest of the local authorities.

This is a project with a design based on the reliability of the installation, featuring a versatile pretreatment that includes lamellar sedimentation, DAF, ultrafiltration and the usual chemical adjustments. 

This makes the plant increase its adaptation against poor raw water qualities or even sudden influent variations. All this, together with a low electricity consumption, makes it one of the most robust plants to reduce the carbon footprint against the effects of Climate Change.

The project also includes the marine work with an inlet pipe of 1 km and an outfall of 600 m in length.

The water will be distributed to 14 urban areas in the south of Chennai, benefiting a densely populated area with limited access to quality water resources and exposed to water scarcity. 

The close collaboration between Tedagua and all related actors has made this execution a success, starting its operation for a period of 20 years, where it is expected to improve the standard of living of more than one million inhabitants.
