환경, 오대호 및 에너지부(Department of Environment, Great Lakes, and Energy, EGLE)는 미시간 주 물 절약 모범 사례의 혁신과 기술 발전을 연구하기 위해 ‘물 효율을 위한 동맹(Alliance for Water Efficiency)’과 협약했다.
효율적이고 지속가능한 물이용에 헌신하는 선도적인 비영리 단체 ‘물 효율을 위한 동맹(Alliance for Water Efficiency)’은 미시간주 물 절약 모범 사례의 혁신과 기술 발전을 발굴하는 프로젝트를 수행하기 위해 8만9천648달러(한화 약 1억1천700만원)의 자금을 지원받았다.
이 프로젝트는 또한 2050년까지 미시간 경제를 100% 탄소 중립으로 만들어 공중 보건과 환경을 보호하고, 새로운 청정 에너지 일자리를 개발하려는 ‘MI 건강한 기후 계획(MI Healthy Climate Plan)’에 일조한다.
이 프로젝트는 미시간주의 물 이용과 물 보존, 효율성 프로그램에 대한 정보를 제공하고, 오대호 세인트 로랜스 주지사(St. Lawrence Governors) 및 총리의 오대호 협정 및 협약(Great Lakes Agreement and Compact)에 따라 설정된 주의 수자원 보존 및 효율성 목표를 발전시킨다.
이 협정 및 협약은 오대호 유역의 물과 물에 의존하는 천연 자원을 보호, 보존, 복원, 개선 및 효과적으로 관리하기 위한 주와 지방이 어떻게 협력하는지 보여준다.
지난 2008년 미시간 주법은 공공 물 공급, 농업 관개 및 비관개, 비즈니스 및 산업을 포함한 물부문이 물관리 관행 및 환경적이고 경제적으로 실현 가능한 물 절약 조치를 채택하도록 요구했다.
이에따라 농업 및 공공 상수도 부문은 과학, 연구 및 기술의 발전과 혁신을 반영하기 위해 정기적으로 부문별 물 절약 관행을 검토하는 프로세스를 수립했다.
그러나 관행이 개발된 이후 이를 반영하기 위해 보존 조치를 검토하고 업데이트하는 프로세스가 없었다.
이 연구 프로젝트는 미시간의 물 절약 및 효율성 목표와 목표 달성의 발전을 지원하기 위해 기업 및 산업 부문의 혁신적인 관행에 대한 최신 정보를 수집하고 공유함으로써 미시간의 물 절약 노력을 더욱 강화한다.
보조금은 미시간 오대호 보호 기금(MGLPF) 및 미시간 주 의회가 「연방 미국 구조 계획법」을 통해 미시간 물 사용 자문 위원회(WUAC)에 할당한 자금으로 운영되며, 미시간 환경, 오대호 및 에너지부(EGLE)내 오대호 사무소(OGL)에서 관리한다.

EGLE chooses Alliance for Water Efficiency to research innovations and technological advancements in water conservation best practices
The Alliance for Water Efficiency, a leading nonprofit organization dedicated to the efficient and sustainable use of water, has been selected to receive $89,648 in funding to conduct a project to identify innovations and technological advancements in water conservation best practices that can benefit Michigan’s water sectors and support long-term sustainability of Michigan’s water resources. The project also will advance Michigan’s goals under the MI Healthy Climate Plan to protect public health and the environment and develop new clean energy jobs by making Michigan’s economy 100% carbon neutral by 2050.
The project will inform Michigan’s Water Use and Water Conservation and Efficiency program and further the state’s water conservation and efficiency goals and objectives established under the Great Lakes St. Lawrence Governors & Premiers’ Great Lakes Agreement and Compact. The Agreement and Compact detail how the states and provinces act together to protect, conserve, restore, improve, and effectively manage the waters and water-dependent natural resources of the Great Lakes Basin.
In 2008, Michigan law required water sectors including public water supply, agriculture irrigation and non-irrigation, and business and industry to adopt generally accepted water management practices or environmentally sound and economically feasible water conservation measures. Since then, agriculture and public water supply sectors have established processes to conduct reviews of their sector-specific water conservation practices on a periodic basis to reflect advancements and innovations in science, research, and technology. Other sectors, primarily from business and industry, may be advancing their practices. However, they do not have an established process to review and update conservation measures to reflect advancements achieved since the practices were developed.
This research project will further Michigan’s water conservation efforts by gathering and sharing the latest information on innovative practices for the business and industry sectors to support advancements in achieving Michigan’s water conservation and efficiency goals and objectives.
The grant is co-funded by the Michigan Great Lakes Protection Fund (MGLPF) and funding appropriated by the Michigan Legislature to the Michigan Water Use Advisory Council (WUAC) through the federal American Rescue Plan Act. It will be administered by the Michigan Department of the Environment, Great Lakes, and Energy’s (EGLE) Office of the Great Lakes (OGL).
