미국 이스트베이 수도국(East Bay Municipal Utility District, EBMUD)은 수도 시스템의 물 흐름으로부터 전기를 생산하기 위해 캘리포니아 소재 청정에너지 기업인 인파이프 에너지(InPipe Energy)와 협력한다. 

새로운 도관 내 수력 발전 시스템(in-conduit hydroelectric system)은 EBMUD의 배수시설에서 기존 압력 조절 밸브처럼 작동하지만 터빈을 사용해 배수관의 수압을 낮추는 동시에 전기를 생산하고 신뢰할 수 있고, 안정적인 전력원을 생산한다. 

EBMUD의 피에몬테 레귤레이터(Piedmont Regulator)와 병렬로 설치된 인파이프사의 도관 내 수력 발전 시스템은 기존 레귤레이터의 기능을 복제하는 동시에 현장에서 사용할 수 있도록 연간 약 13만kWh의 무배출 에너지를 생산한다. 

이 시스템은 거의 6미터톤의 이산화탄소 배출을 상쇄할 것으로 예상된다.

마거리트 영(Marguerite Young) EBMUD의 이사회 멤버는 “EBMUD는 탄소중립 기업으로서 기후 변화에 맞서 싸우겠다는 우리의 목표를 달성하기 위해 항상 혁신적인 기회를 찾고 있다”고 말했다.

그는 “이 프로젝트는 고객에게 깨끗하고 안전한 물을 제공하고, 청정 에너지를 생산한다. 우리 서비스 지역과 전국에서 이와 같은 프로젝트를 더 많이 볼 수 있기를 기대한다”고 말했다. 

2000년 이래로 EBMUD는 태양 에너지, 바이오 가스 및 수력발전 전기를 생성 및 사용하고,   저배출 에너지를 구매하고, 에너지 효율적인 장비와 기계를 설치하고, 제로 또는 저배출 차량을 구입함으로써 온실가스 배출량을 약 절반으로 줄였다.  

도관 내 수력 발전은 EBMUD의 탄소 발자국을 줄일 수 있는 또 다른 방안이다. 

알라메다(Alameda)와 콘트라 코스타(Contra Costa) 카운티에 140만 명의 고객을 보유한 캘리포니아에서 두 번째로 큰 상하수도 기업인 EBMUD는 파일럿의 성능과 경제성을 평가해 이 사이트 또는 다른 지역이 비용 효율적인 무공해 에너지원을 제공할 수 있는지 결정할 것이다.

EBMUD pilot program generates clean energy from water pressure in its water pipelines
In-conduit hydroelectricity generation takes EBMUD a step closer to its goal of being carbon neutral by 2030

The East Bay Municipal Utility District (EBMUD) has partnered with InPipe Energy, a California-based clean energy company, to generate electricity from the flow of water in its water system. This investment in innovation supports EBMUD’s energy policy goal to become carbon neutral by 2030.

This is the first installation of the InPipe technology in California. The new in-conduit hydroelectric system works like traditional pressure regulating valves in EBMUD’s water distribution system but uses a turbine to reduce water pressure in the distribution pipeline while generating electricity and creating a reliable, clean source of power.

Installed in parallel with EBMUD’s Piedmont Regulator, InPipe’s in-conduit hydroelectric system will replicate the function of the existing regulator while generating approximately 130,000 kWh of emission-free energy per year for use onsite. This system is expected to offset nearly 6 metric tons of CO2 emissions.

“EBMUD is always looking for innovative opportunities to meet our goal to become a carbon-neutral enterprise and contribute to fighting climate change,” said EBMUD Board Member Marguerite Young. “This project generates clean energy while accomplishing our mission of providing clean, safe water to our customers. I'm looking forward to seeing more projects like this in our service area and around the country.”

Since 2000, EBMUD has reduced its greenhouse gas emissions by roughly half by generating and using solar energy, biogas and hydroelectricity, as well as by purchasing lower-emission energy, installing energy-efficient equipment and machinery, and purchasing zero- or low-emission vehicles. In-conduit hydroelectricity generation presents another opportunity to reduce EBMUD’s carbon footprint.

EBMUD, California’s second-largest water and wastewater retail utility with 1.4 million customers in Alameda and Contra Costa counties, will evaluate the performance and economics of the pilot to determine if this site or other locations can offer a cost-effective source of zero-emission energy.

“We will continue to implement cutting-edge solutions to meet our energy and sustainability goals, which is good for our community and the planet,” said EBMUD General Manager Clifford Chan.
