사우디개발기금(Saudi Fund for Development, SFD)은 12월 4일(현지시각) 최고 경영자인 술탄 알 마르샤드((Sultan Al-Marshad)가 타지키스탄(Tajikistan) 재무부 장관 카호르조다 파이지딘 사토르(Kahhorzoda Fayziddin Sattor)와 새로운 개발차관(Development Loan) 계약을 체결했다고 밝혔다. 

이 계약을 통해 SFD는 에너지, 식량, 물 안보를 강화하고 타지키스탄의 지속가능한 개발을 촉진할 획기적인 계획인 '로건 수력 발전 프로젝트(Rogun Hydropower Project)'에 1억 달러(약 1천314억 원)를 지원할 예정이다.

이날 서명식에는 타지키스탄 주재 사우디아라비아 대사인 왈리드 알-레시아단(H.E. Waleed Al-Reshiadan)과 사우디아라비아 주재 타지키스탄 대사인 아크람 카리미(H.E. Akram Karimi) 등 양측 관계자가 참석했다.

SFD의 개발차관은 타지키스탄의 보다 지속 가능하고 공평한 식량과 물의 미래에 이바지하는 한편, 에너지 전환과 기후 회복력을 촉진하고 저렴하고 신뢰 가능한 에너지로 생산성과 사회 복지를 향상하는 결과를 가져올 것이다.

이 프로젝트는 재생 가능한 전기 공급을 통해 현지 수요를 충족하고, 국내 및 지역적으로 전력 생산을 확대해 3천600㎿ 규모의 에너지를 생산함으로써 국가 에너지 안보에 기여하고 타지키스탄의 지속가능한 발전을 촉진하는 것을 목표로 한다. 

이 계약은 관개 능력을 향상하고 전국적으로 농업 활동을 강화할 335m 높이의 댐 건설에 자금을 지원할 예정이다. 

이 프로젝트는 배수 및 전환을 위한 4개의 유압식 터널을 건설하고 높이 1천250~3천600m, 직경 10~15m의 배수로를 설치해 홍수 방지 효과를 높일 계획이다. 또한, 담수화를 통해 사람들에게 깨끗하고 마실 수 있는 물을 공급하고, 직간접적 일차리를 창출해 사회경제적 개발을 도모할 방침이다.

중요한 점은 이 프로젝트가 유엔(UN) 지속가능개발목표(Sustainable Development Goal, SDG)의 실현, 구체적으로는 SDG 2 기아 제로, SDG 6 깨끗한 물과 위생, SDG 7 저렴한 청정에너지 등을 실현토록 지원한다는 점이다.

이날 서명식에서 술탄 알-마르샤드 SFD의 최고 경영자는 "오늘 서명식은 보다 지속가능한 미래를 향한 공동의 여정에서 중요한 이정표를 세웠다"며 "SFD는 이 획기적인 개발차관을 통해 타지키스탄의 에너지 미래뿐만 아니라 지속가능한 개발과 국민의 행복(Well-being)을 지원할 수 있다"고 말했다.

그는 이어 "로건 수력 발전 프로젝트는 청정 재생에너지로 구동되는 밝은 미래에 대한 희망의 등불"이라며 "이는 타지키스탄을 환경 보호와 번영을 향해 나아가도록 이끌 것"이라고 덧붙였다.

한편 SFD는 1975년부터 전 세계적으로 지속가능한 개발을 촉진한다는 목표에 따라 세계 100개 이상의 국가에서 200억 달러(약 26조2천800억 원) 규모, 800개 이상의 개발 프로젝트에 자금을 지원하고 있다. 또한, 타지키스탄에서 2억9천만 달러(약 3천810억6천만 원) 이상 규모의 13개 개발 프로젝트에 자금을 지원했다. 이 프로젝트들은 의료, 교육, 에너지, 물위생 등 많은 부문을 지원한다.

Saudi Fund for Development Provides $100 Million Development Loan for the Rogun Hydropower Project

SHAHRINAV, TAJIKISTAN--The Saudi Fund for Development (SFD) Chief Executive Officer, H.E. Sultan Al-Marshad, signed today a new development loan agreement with the Minister of Finance of the Republic of Tajikistan, H.E. Kahhorzoda Fayziddin Sattor, through which SFD is contributing $100 million USD to fund the Rogun Hydropower Project, a landmark initiative that will enhance energy, food, and water security, and foster sustainable development in the country. 

The signing was attended by the Ambassador of the Kingdom of Saudi Arabia to the Republic of Tajikistan, H.E. Waleed Al-Reshiadan, and the Ambassador of Tajikistan to Saudi Arabia, H.E. Akram Karimi, alongside other officials from both sides.

SFD’s development loan will help contribute towards a more sustainable and equitable food and water future for Tajikistan, while driving the country’s energy transition and climate resilience, resulting in affordable and reliable energy to enhance productivity and social wellbeing among the population.

The project aims to contribute to the national energy security and will help advance sustainable development in the Republic of Tajikistan, by providing the renewable electricity supply to meet local demand and expand electricity production domestically and regionally, producing 3600 MW of energy. The loan agreement will also finance the construction of a 335-meter-tall dam, which will enhance irrigation capabilities and bolster agricultural activities across the country. The salty materials present at the bottom of the dam will be treated as part of the project, to ensure its long-term sustainability. 

Additionally, the project will improve flood protection through the construction of four hydraulic tunnels for diversion and drainage, which are approximately 1250-3600 meters high, and 10-15 meters in diameter. It will also provide clean and drinkable water to people through desalination, and help advance socio-economic development, by creating both direct and indirect jobs. 

Importantly, this project also supports the realization of the UN Sustainable Development Goals (SDGs); specifically, SDG 2, Zero Hunger, SDG 6, Clean Water and Sanitation, and SDG 7, Affordable and Clean Energy. 

On this occasion, the CEO of SFD, H.E. Sultan Al-Marshad, said: “Today’s signing marks a major milestone in our shared journey towards a more sustainable future. With this landmark development loan, SFD is not just supporting Tajikistan's energy future, but also its sustainable development and the well-being of its people. The Rogun Hydropower Project is a beacon of hope for a bright future that is powered by clean, renewable energy. It will propel Tajikistan towards environmental stewardship and prosperity.” 

In line with its mission to promote global sustainable development since 1975, SFD has funded more than 800 development projects worth $20 billion in over 100 countries around world. In Tajikistan, SFD has financed 13 development projects worth over $290 million USD. These projects have supported many sectors, including healthcare, education, energy, water sanitation, and road infrastructure.
