호주 뉴사우스웨일스(NSW) 주에 위치한 광역 시드니(Greater Sydney), 일라와라 및 블루마운틴 지역에 식수, 하·폐수 및 일부 빗물 서비스를 제공하는 뉴사우스웨일스주 정부 소유의 법정 법인인 시드니워터(Sydney Water)는 와라감바 댐(Warragamba Dam) 수위가 2% 더 낮아짐에 따라 서부 시드니에 정제된 재활용수(Purified Recycled Water, PRW) 실증화 시설(demonstration plant)을 가동하면서 물의 미래 확보를 돕기 위해 2천600만 달러를 투자했다.

광역 시드니 전역의 댐은 지난 한 주 동안에만 총 용량이 88%로 0.3% 감소했고, 와라감바 댐은 최근 내린 비에도 불구하고 지난 2주 동안 용량이 92%로 떨어졌다.

정제된 재활용수

또 한번의 가뭄은 불가피하며, 이 도시의 물공급을 보호하고 그 영향을 최소화하기 위한 대체 물공급원을 찾는 것이 매우 중요하다.

물의 미래를 확보하는 데 도움이 되는 30년 계획의 일환으로 퀘이커스 힐(Quakers Hill)에 위치한 시범 시설은 도시가 강우에 덜 의존하도록 보장하기 위해 광역 시드니의 물공급을 보충하기 위해 탐색되고 있는 하나의 옵션이다.

PRW(정제된 재활용수) 실증화 시설에서 생산된 뉴사우스웨일스(NSW) 주 최초로 안전하고 믿을 수 있는 식수를 처리하고 보충할 수 있는 정교한 기술을 보유하고 있음을 지역 사회에 보여줄 것이다.

PRW 실증화 시설에서 생산된 물은 시드니의 식수 공급에 기여하지 않지만, 그 초점은 재활용 물을 우리의 식수 공급원을 보충하기에 적합한 품질로 처리하는 기술이 얼마나 신뢰할 수 있는지를 지역 사회에 보여주는 것이다.

PRW센터에서 생산되는 물은 안전하고 고품질이며 비용 효율적인 물공급 옵션으로 하루에 0.5메가리터(500㎥) 또는 초당 5∼6리터(L)를 생산한다.

시드니워터(Sydney Water)의 록 체루(Roch Cheroux) 관리책임자는 물의 미래를 확보하기 위해서는 다른 일들을 시작해야 한다고 말했다.

그는 “우리의 기후와 도시는 변화하고 있고, 더 혹독하고 격렬한 기상 현상을 겪으면서, 우리는 강우량을 넘어 미래에 대비할 수 있는 그레이터 시드니의 물공급을 살펴봄으로써 적응할 필요가 있다”라면서 “식수원을 유지하는 데 도움이 되도록 담수화와 정수된 재활용 물을 포함한 다양한 물공급 옵션을 모색해야 한다”고 강조했다.

장기계획

시드니 워터(Sydney Water)의 장기자본 및 운영계획(Long-Term Capital and Operational Plan, LTCOP)은 인구 급증, 기후변화, 노후된 시설 업그레이드 및 증가하는 생활비 상승을 수용하는 데 필요한 중요한 인프라를 식별했다.

시드니 워터는 LTCOP의 일환으로 향후 10년간 300억 달러 이상을 투자하여 기존 네트워크를 업그레이드하고 새로운 인프라를 제공할 예정이다.

시드니 워터(Sydney Water)의 록 체루(Roch Cheroux) 관리책임자는 “우리는 기존의 새로운 도전 과제를 안고 있는 독특한 시점에 있으며, 우리가 필수 서비스를 제공하는 방법을 다시 생각해 볼 수 있는 기회를 만들고 있다”고 말했다.

그는 특히 “LTCOP는 청구서 가격에 미치는 영향과 저렴한 가격을 유지하려는 우리의 열망을 인정하면서, 우리 도시의 상수도와 하·폐수 서비스를 확보하기 위해 새로운 자산과 네트워크에 다시 한번 투자해야 한다”고 강조했다.

그는 또한 “필수 서비스 제공업체로서, 우리가 직면하고 있는 도전 과제는 다음 세대와 다음 세대를 위해 우리 도시의 물과 하·폐수 서비스를 확보하기 위해 지금 상당한 투자를 해야 하는 것”이라고 덧붙였다.

정제된 재활용수(Purified Recycled Water)는 원수원(비, 강, 댐)을 보충하기 위해 엄격한 호주 물재활용 지침을 충족하도록 정제된 산업 및 가정(주방, 샤워실, 화장실 포함)에서 재활용된 물이다.

전세계 35개 이상의 도시들이 이미 PRW를 식수 공급의 안전하고, 회복력이 있으며, 믿을 수 있는 성분으로 사용하고 있다. 이러한 도시들은 싱가포르(Singapore), 미국 오렌지카운티(Orange County) 및 샌디에고(San Diego), 호주 서부 퍼스(Perth)를 포함한다.

Sydney Water demonstration plant to play critical role in future of water

Sydney Water has invested $26M to help secure the future of water by opening of the Purified Recycled Water (PRW) demonstration plant in Western Sydney as Warragamba Dam levels drop a further two per cent.

Dams across Greater Sydney have collectively dropped 0.3 per cent down to 88 per cent capacity in the past week alone, while Warragamba Dam has dropped to 92 per cent capacity over the last two weeks despite the recent rain.

Purified Recycled Water

Another drought is inevitable, and there is critical need to safeguard our city’s water supply and find alternative sources of water to minimise the impact.

As part of a 30-year plan to help secure the future of water, the demonstration plant, located at Quakers Hill, is one option being explored to supplement Greater Sydney’s Water supply to ensure our city is less dependent on rainfall.

The PRW demonstration plant is the first of its kind in NSW and will show the community that we have the sophisticated technology to treat and supplement our drinking water that’s safe and reliable.

Water produced at the Purified Recycled Water Demonstration Plant does not contribute to Sydney’s drinking water supply, however the focus is to show the community how reliable the technology is to treat recycled water to a quality suitable to supplement our drinking water sources.

The water produced from the PRW centre will be a safe, high-quality and cost-effective water supply option, producing 0.5 megalitres per day, or between five to six litres per second.

Sydney Water Managing Director, Roch Cheroux, said we need to start doing things differently to secure our water future.

“Our climate and city are changing, and as we experience more severe and intense weather events, we need to adapt by looking beyond rainfall to future-proof Greater Sydney’s water supply,” Mr Cheroux said. 

“We must explore various water supply options, including desalination and purified recycled water, to help maintain our drinking water supply."

The Long Term Plan

Sydney Water’s Long-Term Capital and Operational Plan (LTCOP) has identified critical infrastructure required to accommodate the population boom, a changing climate, upgrades to ageing infrastructure, and the rising cost of living.

Over the next 10 years, Sydney Water will invest more than 30 billion dollars as part of the LTCOP to upgrade existing networks and deliver new infrastructure.

“We are at a unique point in time with existing, new and emerging challenges creating the opportunity to rethink how we provide essential services,” Mr Cheroux said.

“The LTCOP highlights that we must once again invest in new assets and networks to secure our city’s water and wastewater services, acknowledging the impact on bill prices and our desire to keep them affordable."

"As an essential service provider, the challenges we’re facing require that we make significant investments now to secure our city’s water and wastewater services for the next generation and generations to come,” Mr Cheroux said.

Purified Recycled Water is water recycled from industry and homes (including kitchens, showers and toilets) that has been purified to meet strict Australian Guidelines for Water Recycling to supplement raw water sources (such as rain, rivers and dams).

More than 35 cities worldwide already use PRW as a safe, resilient, and reliable component of their drinking water supply. These cities include Singapore, Orange County (USA), San Diego (USA), and Perth (Western Australia).
