지속 가능한 설계 및 엔지니어링 분야 전문기업인 캐나다의 스탠텍(Stantec)은 미국 프로리다주 탬파베이시에 수돗물을 공급하는 탬파베이 워터(Tampa Bay Water)와 함께 사우스 힐즈버러(South Hillsborough) 수도관 확장공사를 위한 B구간(Segment B)의 최종 설계 단계를 시작했다.

탬파베이 워터는 최종 설계 엔지니어링 및 건설관리를 위험 지원 서비스(construction management at risk support services, CMAR)에 포함하는 계약 개정을 통해 스탠텍의 총 수수료를 1천400만(약 189억 원) 달러로 인상했다.

건설비용이 약 1억 달러(약 1천353억 원)에 달하는 B구간(Segment B)은 힐즈버러 카운티의 중남부 서비스 지역에서 증가하는 식수 수요를 충족하는 데 도움이 될 것으로 기대된다.

스탠텍은 프로젝트 초기 단계에서 수도관로를 가장 적합한 경로로 건설하기 위해 경로 연구를 수행하고 예비 설계를 준비했다. 스탠텍은 최종 설계 완료 후 건설 전반에 걸쳐 건설공사 위험관리 및 건설 지원 서비스를 제공할 예정이다.

미국 인구조사 데이터에 따르면 플로리다에서 네 번째로 큰 도시인 힐스버러 카운티는 2010년 이후 인구 증가가 24%에 달했으며, 2023년에는 1.5% 늘어 전례 없는 인구 증가로 인해 이 프로젝트가 추진되고 있다.

탬파베이 경제개발위원회(Tampa Bay Economic Development Council)는 오는 2026년까지 힐스버러 카운티가 약 8% 더 성장할 것으로 예상하고 있다. 늘어나는 주민의 급수 서비스 수요 증가를 충족하기 위해 사우스 힐즈버러 수도관 건설 프로젝트(South Hillsborough Pipeline project)는 힐즈버러 카운티와의 새로운 연결 지점에 식수를 공급하고 성장하는 지역에 물을 공급할 예정이다.

사우스 힐즈버러 수도관 건설은 탬파베이 워터의 지역 지표수 처리장을 사우스 힐즈버러 카운티의 새로운 연결 지점에 연결하여 해당 지역으로의 운송을 늘린다. 스탠텍이 설계한 B구간은 설계 수명이 50년 이상인 총 26마일(약 42.843km)의 수도관 중 8마일(12.88km)을 차지하게 된다.

B구간은 피시 호크 대로(Fish Hawk Boulevard) 근처의 A구간에 연결되어 카운티의 새로운 연결 지점에서 종료된다. 최대 72인치(182.88cm) 직경의 수도관은 강과 철도, 주 및 카운티 고속도로, 교차로를 통과하는 등 도시와 농촌지역으로 연결된다. 스탠텍은 지역, 농촌 환경 및 주민들에 대한 피해를 최소화하기 위해 특수 터널 구간을 설계하고 있다.

스탠텍은 탬파베이 워터 및 힐스버러 카운티에 엔지니어링 서비스를 제공해 온 오랜 역사를 가지고 있다. 이 회사는 지난 2009년 탬파베이 워터 인핸스드 서피스 워터 시스템(Tampa Bay Water Enhanced Surface Water System)의 4개 주요 펌핑 시설 확장을 포함하는 탬파베이 워터 시스템 구성 2 펌프장 확장 프로젝트(Tampa Bay Water System Configuration 2 Pumping Station Expansions Project)의 기록 엔지니어로 활동했다.

스탠텍 생태학자와 엔지니어는 현재 북서부 지역 간척시설 확장 습지 완화(Northwest Regional Water Reclamation Facility Expansion Wetland Mitigation)에 대해 힐스버러 카운티를 지원하고 있다. 팀은 환경영향평가 지원, 프로젝트 계획, 허가 및 습지 완화 프로그램 시행을 지원하고 있다.

Stantec enters design phase for US$100 million Tampa Bay Water potable water supply project in Hillsborough County

Extensive population growth calls for pipeline expansion in county’s South-Central region

Stantec, a global leader in sustainable design and engineering, has begun the final design phase of Segment B for the South Hillsborough Pipeline with longtime client Tampa Bay Water. 

Tampa Bay Water awarded the firm a contract amendment to include final design engineering and construction management at risk support services (CMAR), bringing Stantec’s total fees to US$14 million. 

With a construction cost of approximately US$100 million, Segment B will help meet the growing demand for potable water in Hillsborough County’s South-Central service area.

During the initial phase of the project, Stantec conducted a route study to determine the most feasible path for the pipeline and prepared preliminary designs. Following final design completion, the firm will provide CMAR and construction support services throughout construction.

Unprecedented population growth is driving this project as Hillsborough County, the fourth largest county in Florida, experienced a 24 percent growth rate since 2010 and a 1.5 percent increase in 2023, according to the U.S. Census data. 

The Tampa Bay Economic Development Council estimates the county will grow by a further approximate 8% by 2026. To meet the rapid increase in water service demands of new residents, the South Hillsborough Pipeline project will deliver potable water to a new connection point with Hillsborough County and supply water to the growing area.

The South Hillsborough Pipeline will connect Tampa Bay Water’s Regional Surface Water Treatment Plant to a new point of connection in South Hillsborough County, increasing the conveyance to the area. The Stantec-designed Segment B will account for eight out of 26 total miles of pipeline with a design life of more than 50 years. 

Segment B will connect to Segment A near Fish Hawk Boulevard and terminate at the County’s new point of connection. The up to 72-inch diameter pipes will pass through urban and rural corridors, crossing a river, railroad, state and county freeways, and road intersections. Stantec is designing special tunneling sections as part of the project to mitigate effects on the local, rural environment and the public.

“These expanded pipelines will transmit the water needed to serve this growing community. Our team has collaborated with Tampa Bay Water and Hillsborough County to minimize area disruptions while maximizing system improvement benefits,” said Jarah Parke, senior project manager at Stantec. “Stantec and Tampa Bay Water are united in our mutual goal of enhanced water delivery and building a lasting, effective system for years to come.”

Stantec has a long history of providing engineering services for Tampa Bay Water and Hillsborough County. In 2009, the firm served as the engineer of record for the Tampa Bay Water System Configuration 2 Pumping Station Expansions Project, which included the expansion of four major pumping facilities in the Tampa Bay Water Enhanced Surface Water System. 

Stantec ecologists and engineers currently support Hillsborough County on the Northwest Regional Water Reclamation Facility Expansion Wetland Mitigation. The team was charged with supporting the environmental assessment, planning, permitting for the project and implementing a wetland mitigation program.
