미국 플로리다주에 위치한 탬파 담수화 시설(Tampa desalination plant)이 9월 22일로 건설 25주년을 맞이했다.

이 시설은 1998년에 지어졌으며 나중에 스페인의 글로벌 물·에너지 기업인 악시오나(ACCIONA)와 미국 최대의 물 및 하수 서비스를 제공하는 아메리칸워터사(American Water Works Company, Inc.)에 의해 재설계 및 재단장되었다.

하루 생산용량 10만8천㎥인 이 담수화 시설은 탬파베이 지역 물 소비량의 최소 10%를 공급하며 건설 당시 국내 최대 규모였다.

악시오나는 아메리칸워터가 올해 9월 인수한 미국 워터서비스회사(US WATER Services Corporation)와 손잡고 처음부터 시설을 운영해 왔다.

탬파베이 지역은 이전에 식수를 충당하기 위해 지하수, 하천수 등 천연 자원에 의존했다. 그러나 1990년대 인구 증가와 강우량 감소로 인해 환경 스트레스를 완화하고 확장 지역의 필요를 충족시킬 수 있는 새로운 식수 공급 장치를 만들 필요성이 대두되었다.

원래의 담수화 플랜트 프로젝트는 1998년으로 거슬러 올라가지만, 원래의 여과 시스템은 비효율적인 것으로 입증되었고 필터는 정기적으로 결함이 나타났다.

이 지역의 수돗물 공급을 담당하는 템파베이워터(Tampa Bay Water)는 2004년 6월 이 담수화 시설을 해체하고 악시오나와 아메리칸워터와 계약하여 새로운 솔루션을 개발했다.

악시오나와 아메리칸워터는 담수화 시설을 재건하여 완전 자동화하고, 이전 설계를 개선하고 프로세스와 시스템을 수정 및 최적화하는 데 3년이 걸렸다.

당초 계약에는 18년간 시설 운영이 포함돼 있었지만 최근 2029년까지 5년을 더 연장했다. 현재 이 담수화 시설에는 22명의 근로자가 주 7일씩 교대로 근무하고 있다.

템파배이 워터(Tampa Bay Water)의 총책임자인 다니엘 실제스트롬(Daniel A. Siljestrom)은 9월 22일에 열린 이 담수화 시설의 25주년 기념 행사에 참석하여 “담수화 시설 견학에서 해수담수화 시설이 기존 수원인 지하수 및 하천수 취수에서 해수담수화 시설로 전환하기 위한 대안이 널리 논의되었는데, 이는 담수화하는 것이 생산비용을 더 싸게 만들 수 있기 때문”이라고 강조했다.

그는 이어 “탬파 해수담수화 시설은 현재 템파베이워터 수원의 3%에 불과하지만, 해수담수화를 증가시키면 담수화 수원의 비용을 줄일 수 있다”라면서 “악시오나에서  탬파베이워터에 대한 약속의 일환으로 미래를 위한 대체 수원을 찾고 있다”고 덧붙였다.

이 담수화 시설이 가동을 시작한 이후 지금까지 420억 갤런의 물을 처리했고, 1억5천900만㎥의 음용수를 탬파베이 지역에 공급함으로써 강·하천수의 가용성이 떨어지는 건조한 시기에 안전한 식수를 확보했다.

탬파 담수화 시설은 2008년 글로벌 워터 인텔리전스(Global Water Intelligence, GWI)로부터 ‘올해 최고의 담수화 시설("Best Desalination Plant of the Yea)’ 상을 수상했다.

The Tampa desalination plant celebrates 25 years since its construction

The Tampa desalination plant, located in the state of Florida (USA), celebrates its 25th anniversary since its construction. 

The plant was built in 1998 and was later redesigned and refurbished by ACCIONA and American Water.

The plant, with a capacity of 108,000 m3/day, supplies at least 10% of the water consumption of the Tampa Bay region and was the biggest in the country at the time of its construction. 

ACCIONA has operated the plant from the outset in partnership with US WATER Services Corporation, which took over from American Water in September this year.

The Tampa Bay region previously relied on natural resources to cover its potable water needs. However, population growth and declining rainfall in the 1990s led to the need to create new drinking water supplies that could alleviate environmental stress and meet the needs of the expanding region.

The original desalination plant project dates back to 1998, but the original filtration systems proved inefficient and the filters showed defects on a regular basis. 

Tampa Bay Water decommissioned the plant in June 2004 and contracted ACCIONA and American Water to develop a new solution.

ACCIONA and its partner spent three years rebuilding the desalination plant to make it fully automatic, improving the previous designs and correcting and optimising processes and systems.

The original contract included the operation of the plant for 18 years, although it has recently been extended for a further five years, until 2029.

The plant currently employs 22 workers seven days a week in different shifts.

Tampa Bay Water's General Manager Daniel A. Siljestrom attended the 25th anniversary celebration of the plant on 22 September, among others, and he highlighted “at the tour of the desalination plant, it was widely discussed the alternatives for converting the seawater desalination plant into a brackish water desalination plant from wells, what can make desal cheaper. "It’s only 3% of TBW water source now but desalting from water brackish wells can increase it and reduce the cost of desalination source. At ACCIONA, we are looking for alternative water sources for the future as part of our commitment for TAMPA BAY WATER”.

Since the plant entered service it has processed 42 billion gallons of water and supplied 159 million m3 of potable water to the Tampa Bay region, ensuring safe drinking water during dry periods of the year when river water availability is lower.

In 2008, the Tampa desalination plant won the "Best Desalination Plant of the Year" award from Global Water Intelligence magazine.
