수자원 환경 연맹 (Water Environment Federation, WEF)은 블랙 앤 비치(Black & Veatch)가 설계한 ‘오렌지 카운티 수자원 지구 지하수 보충 시스템 최종 확장 (Orange County Water District Groundwater Replenishment System Final Expansion)’ 프로젝트에 대해 프로젝트 우수상(Project Excellence Award)을 수여했다.
WEF의 연례 프로젝트 프로젝트 우수상은 물 부문의 프로젝트 및 프로그램 실행에서 우수성과 혁신을 평가해 수여한다.
지하수 보충 시스템(GWRS)은 캘리포니아에서 250만 명 이상의 사람들이 마실 수 있는 주요 식수 공급원인 오렌지 카운티 지하수 유역을 재충전할 수 있는 고품질 재활용 물을 생산한다.
최종 확장 프로젝트는 하루 3천만 갤런(mgd)을 시스템 용량에 추가해 총 130갤런으로 늘렸다.
이틀 통해 처음으로 이 지역의 하수발생량의 100%를 재활용할 수 있게 됐다.
제임스 클라크(James Clark) 블랙 앤 비치 수석 부사장이자 설계 프로젝트 관리자는 “이 지하수 보충 프로젝트는 지속 가능한 물 공급을 위해 인프라를 재구축하는 좋은 예다”라고 말했다.
또한 “오렌지 카운티 수자원 지구는 식수 공급의 신뢰성을 강화하고, 물 수입에 대한 지역의 의존도를 줄이며, 수질을 개선할 수 있다”고 말했다.
이 프로젝트는 2023년에 이루어졌으며 오렌지 카운티 수역과 오렌지 카운티 위생 지구 간의 거의 50년 간의 협력에 기반해, Black & Veatch의 도움을 받아 고객에게 지속가능한 물 공급을 제공할 방침이다.

Leveraging Black & Veatch Solutions, Groundwater Replenishment Project Earns Water Environment Federation Project Excellence Award
The Water Environment Federation (WEF) has recognized a Black & Veatch-designed project— the Orange County Water District Groundwater Replenishment System (GWRS) Final Expansion — with a Project Excellence Award. WEF's annual Project Excellence Award pays tribute to excellence and innovation in the execution of projects and programs in the water sector.
The GWRS produces high-quality recycled water used to recharge the Orange County Groundwater Basin, which is the primary potable water supply for more than 2.5 million people in California. The final expansion project added 30 million gallons a day (mgd) to the system’s capacity, upping its total to 130 mgd, and for the first time, enabling 100 percent of the area’s reclaimable wastewater flows to be recycled.
“This groundwater replenishment project is a great example of reimaging infrastructure in order to create a resilient, sustainable water supply,” said James Clark, Senior Vice President at Black & Veatch and design project manager for both the initial expansion and final expansion. “The Orange County Water District was able to fortify the reliability of drinking water supply, reduce the region’s dependence on water imports and improve water quality.”
The expansion was dedicated in 2023 and culminated nearly 50 years of collaboration between the Orange County Water District and Orange County Sanitation District, aided from the beginning by Black & Veatch, to bring water sustainability and resilience to their customers.
