숭가이 탐피니스(Sungei Tampines) 수로의 변신

숭가이 탐피니스(Sungei Tampines) 수로는 싱가포르 탐피니스(Tampines)와 파시르 리스(Pasir Ris) 주택지를 관통하는 바다로 이어지는 길이 3.3km의 수로이다. 탐피니스 에코 그린 파크(Tampines Eco Green Park)와 파시르 리스 파크(Pasir Ris Park)를 포함한 919ha의 집수지역 제공한다.

2015년 탐피니스 고속도로(TPE ; Tampines Expressway)와 파시르 리스 3번 도로 사이의 1.1km 길이의 운하가 싱가포르 국립수자원청인 PUB의 ABC Waters(Active, Beautiful, Clean Waters) 프로그램에 따라 친환경 자연형 하천으로 바뀌었다.

2018년 탐피니스 애비뉴(Tampines Avenue) 7번지에서 TPE까지 숭가이 탐피니스(Sungei Tampines) 상류의 1.4km 구간이 탐피니스 북쪽(Tampines North) 지역의 새로운 HDB 부지에 서비스를 제공하기 위한 업그레이드를 위해 확인되었다. 공사는 2018년 5월에 시작되어 2022년 7월에 완료되었다.

이 배수 개선 프로젝트(drainage improvement project)의 일환으로 PUB는 또한 주변의 전반적인 생활성을 향상시키기 위해 수로를 따라 새로운 특징들을 도입했다. PUB는 콘크리트 운하를 자연화된 강으로 개조하고, 주민들을 위한 새로운 레크리에이션 및 커뮤니티 공간을 건설했으며, 탐피니스 에코 그린 파크(Tampines Eco Green Park)와의 연결을 강화했다.

배수 개선사항

기존 가로(폭) 17m∼20m, 세로(길이) 1.4km의 수로 폭을 4.5m까지 넓히고 0.5m 깊이로 늘려 용량을 30% 늘려 더 많은 빗물을 효과적으로 전달할 수 있도록 했다. 이는 강한 폭풍우 발생 시 성게 탐피네스 수로 주변 지역의 홍수 보호를 크게 강화한다.

ABC워터스를 통한 생활환경 개선

숭가이 탐피니스(Sungei Tampines)는 칼랑강(Kallang Rive)-비산(Bishan)-앙 모키오 공원(Ang Mo Kio Park) 및 운하 기지에서 프로젝트와 유사한 토양 생물공학 기술을 사용하여 운하의 한 둑을 따라 광범위한 자연형 하천(약 1km)을 포함하는 최초의 PUB 프로젝트이다. 비산앙 모키오 공원 칼랑강 2.7km 구간은 2012년 콘크리트 운하에서 완전히 자연형 하천으로 탈바꿈했다.

다른 쪽 둑은 인근 주택 단지에 인접한 콘크리트 캔틸레버 파크 커넥터(concrete cantilevered park connector)와 완벽하게 통합되어 있으며, 시민들이 수로에 더 가까이 갈 수 있도록 전망 데크(decks)가 설치되어 있다. 빗물 정원과 운하 기지의 녹화와 같은 ABC 워터스(ABC Waters)의 향상과 함께, 이러한 특징들은 모든 사람들이 즐길 수 있는 활기차고 살기 좋은 공간을 만들었다.

ABC 워터스(ABC Waters) 프로그램 정보

ABC 워터스(ABC Waters) 프로그램은 수체의 잠재력을 최대한 활용하여 물과 삶의 질을 향상시키기 위한 PUB의 장기적인 전략적 이니셔티브이다. ABC 워터스 Program은 배수관, 운하, 저수지를 전체적인 방식으로 주변 환경과 통합함으로써 모든 사람이 즐길 수 있는 엽서처럼 아름다운 커뮤니티 공간으로 아름답고 깨끗한 하천, 강, 호수를 만드는 것을 목표로 한다.

이 프로그램은 2006년에 시작되었으며, 새로운 커뮤니티와 레크리에이션 공간을 제공하고, 도시 환경의 미학을 개선하고, 자연 정화 기능(‘ABC 워터스 디자인 기능’이라고도 함)을 사용하여 수질을 개선하는 것을 목표로 한다.

싱가포르의 운하, 강, 저수지를 물과 가까이 할 수 있는 아름다운 레크리에이션 공간으로 탈바꿈시켜 물 관련 문제에 대한 대중의 인식과 인식을 높이는 동시에 지역사회가 수로와 수체의 관리인이 되도록 장려하는 구상을 한다.

현재까지 PUB는 섬 주변에서 51개의 ABC 워터스 프로젝트를 완료했다. 더 많은 지역사회가 ABC 워터스 프로그램의 혜택을 받게 될 것이며, 향후 5년 내에 완료되는 다른 6개의 프로젝트도 있을 계획이다. ABC 워터스 프로젝트는 배수 개선 공사와 연계하거나 다른 기관이나 이해관계자의 개발 계획과 연계하여 점진적으로 전개된다.

싱가포르 수도청 PUB 소개

싱가포르 PUB는 환경부 산하 법정 위원회이다. 싱가포르의 급수, 집수, 사용수를 통합적으로 관리하는 국가수자원기관이다. 2020년 4월부터 PUB는 국가 해안보호기관으로서 싱가포르의 해안선을 해수면 상승으로부터 보호하는 임무를 맡았다.

PUB는 4개의 국가 수도꼭지인 현지 집수, 수입 물, 뉴워터(NEWater), 담수화를 통해 싱가포르에 다양하고 지속 가능한 물 공급을 하고 있다. PUB는 해수면 상승의 위협으로부터 싱가포르를 보호하고 내륙 및 해안 홍수 위험의 전체적인 관리를 위한 정부 전체의 노력을 이끌고 조정한다.

PUB는 모든 사람들이 물을 절약하고, 수로(하천)를 깨끗하게 유지하며, 싱가포르의 귀중한 수자원을 돌보는 데 한몫을 할 것을 국민들에게 요청하고 있다.

Drainage Improvement Works & ABC Waters at Sungei Tampines

Makeover of Sungei Tampines

Sungei Tampines is a 3.3km-long waterway leading to the sea that runs through the housing estates of Tampines and Pasir Ris. It serves a catchment area of 919 ha which includes Tampines Eco Green Park and Pasir Ris Park. 

In 2015, a 1.1km stretch of the canal between the Tampines Expressway (TPE) and Pasir Ris Drive 3 received a makeover, under National Water Agency PUB’s Active, Beautiful, Clean Waters (ABC Waters) programme.     

In 2018, a 1.4km upstream section of Sungei Tampines from Tampines Avenue 7 to TPE was identified for upgrading to serve new HDB estates in Tampines North. Works began in May 2018 and were completed in July 2022.

As part of this drainage improvement project, PUB also introduced new features along the waterway to enhance the overall liveability of the surrounding. Under the makeover, PUB transformed a concrete canal into a naturalised river, constructed new recreation and community spaces for residents and enhanced the area’s connectivity to Tampines Eco Green.

Drainage Improvements

The existing 17m to 20m wide and 1.4km long waterway was widened up to 4.5m and deepened by 0.5m, to increase its capacity by 30% to convey more stormwater effectively. This greatly enhances flood protection in the surrounding area of Sungei Tampines waterway in the event of an intense rainstorm.

Enhancing the Living environment through ABC Waters

Sungei Tampines is the first PUB project to include an extensive stretch of naturalisation (about 1km) along one bank of the canal (at Tampines Eco Green), using soil bioengineering techniques similar to the project - at the Kallang River - Bishan-Ang Mo Kio Park, and at the canal base. A 2.7km section of Kallang River at Bishan-Ang Mo Kio Park was transformed from a concrete canal into a fully naturalised river in 2012.

The other bank is integrated seamlessly with a concrete cantilevered park connector adjacent to the nearby housing estates, along with lookout decks to bring the public closer to the waterway. Together with ABC Waters enhancements such as rain gardens and greening of the canal’s base, these features have created a vibrant and liveable space for all to enjoy.

About ABC Waters Programme

The ABC Waters Programme is a long-term strategic initiative by PUB to improve the quality of water and life by harnessing the full potential of our waterbodies. 

By integrating the drains, canals and reservoirs with the surrounding environment in a holistic way, the ABC Waters Programme aims to create beautiful and clean streams, rivers, and lakes with postcard-pretty community spaces for all to enjoy.

The programme was launched in 2006 and aims to provide new community and recreational spaces, improve the aesthetics of the urban environment, and improve water quality though the use of natural cleansing features (also known as ABC Waters design features). 

By transforming Singapore’s canals, rivers and reservoirs into beautiful recreational spaces where people can be close to water, the initiative serves to increase the public’s awareness and appreciation of water-related issues while encouraging the community to become stewards of the waterways and waterbodies.

To date, PUB has completed 51 ABC Waters projects around the island. More communities are set to benefit from the ABC Waters Programme with another 6 projects completing in the next five years.  

ABC Waters projects are rolled out progressively in conjunction with drainage improvement works or in tandem with development plans by other agencies or stakeholders.

About PUB, Singapore’s National Water Agency

PUB is a statutory board under the Ministry of Sustainability and the Environment (MSE). It is the national water agency, which manages Singapore’s water supply, water catchment, and used water in an integrated way. From April 2020, PUB also took on the responsibility of protecting Singapore’s coastline from sea-level rise as the national coastal protection agency.

PUB has ensured a diversified and sustainable supply of water for Singapore with the Four National Taps (local catchment water, imported water, NEWater, desalinated water). PUB leads and coordinates whole-of-government efforts to protect Singapore from the threat of rising seas and the holistic management of inland and coastal flood risks.
