[키라바시] ADB-GCF, 키라바시 정부에 안전한 물공급 프로젝트에 4,200만 달러 지원
아시아개발은행(Asian Development Bank ; ADB)과 키리바티(Kiribati) 정부는 사우스 타라와(South Tarawa) 주민들에게 개선된 물공급을 돕기 위해 약 4,200만 달러에 달하는 보조금 협정을 체결했다. 보조금은 ADB와 녹색기후기금(Green Climate Fund ; GCF)이 제공한다.
현재 진행 중인 사우스 타라와(South Tarawa) 상수도 프로젝트에 기여하고 있는 이 협약은 가상 서명식에서 ADB의 토니 맥도널드(Tony McDonald) 전무(키리바시 정부 대표)와 ADB의 레아 구티에레스(Leah Gutierrez) 태평양 담당 국장이 서명했다.

구티에레스(Leah Gutierrez) 국장은 이어 "이 프로젝트는 수인성 질병을 정면으로 다루며, 물, 위생, 위생 인식 프로그램과 함께 새롭고 기후를 회복하는 급수 인프라를 제공하고 있다"라고 덧붙였다.
사우스 타라와(South Tarawa)에는 약 6만2천 명의 인구가 살고 있어 도시화가 매우 잘 되어 있다. 땅과 식수 자원은 매우 스트레스를 받는다. 과밀과 부적합한 물, 위생, 열악한 위생행태 등이 복합적으로 작용하는 것은 설사와 이질 등 수인성 질환과 밀접한 관련이 있다.
녹색기후기금(GCF)의 제리 벨라스케스(Jerry Velasquez) 완화적응부문장은 "이번 프로젝트는 개발도상국의 온실가스 감축과 기후변화 대응 능력 향상을 지원하는 세계 최대 규모의 전용기금으로 GCF의 의무에 부합한다"면서 "궁극적으로, 이 프로젝트는 사우스 타라와에게 안전한 미래를 건설하는 데 도움이 될 것이다"라고 말했다.
이 프로젝트를 통해 ADB는 물과 위생 분야에 대한 강한 경험을 활용할 방침이다. 새로운 태양광 발전 시스템으로 에너지 소비량이 상쇄될 해수담수화 플랜트의 건설은 사우스 타라와의 물공급을 기후변화에 보다 탄력적으로 만드는 데 중심이 될 것으로 예상하고 있다.
이 보조금은 또한 사회기반시설 및 지속가능한 에너지 공공시설 위원회의 직원 역량 강화에 자금을 지원하는 데 도움이 될 것으로 기대하고 있다.
이 프로젝트에 대한 그랜트 공동 자금 조달도 세계은행에 의해 제공되고 있다.
이 프로젝트는, 현재 진행 중인 '코로나19(COVID-19)' 전염병에도 불구하고, 궤도에 오르고 있으며, 2027년에 완료될 것으로 예상된다.

ADB and Kiribati sign grant for project for safer water
The Asian Development Bank (ADB) and the Government of Kiribati have signed grant agreements amounting to near $42 million to help deliver an improved water supply to the people of South Tarawa. The grants were provided by ADB and the Green Climate Fund (GCF).
The agreements, which are contributing to the ongoing South Tarawa Water Supply Project, were signed by ADB Executive Director Tony McDonald (on behalf of the Government of Kiribati) and ADB Pacific Department Director General Leah Gutierrez at a virtual signing ceremony.
“This transformational project represents a paradigm shift in the resilience of South Tarawa’s water supply system to climate change,” said Ms. Gutierrez. “The project is tackling waterborne disease head-on, delivering new and climate-resilient water supply infrastructure alongside a water, sanitation, and hygiene awareness program.”
South Tarawa is highly urbanized with a population of about 62,000. Land and potable water resources are highly stressed. The combination of overcrowding and inadequate water, sanitation, and poor hygiene behaviors is closely linked to waterborne diseases such as diarrhea and dysentery.
“This project aligns with the mandate of GCF as the world’s largest dedicated fund supporting developing countries to reduce their greenhouse gas emissions and enhance their ability to respond to climate change,” said GCF Mitigation and Adaptation Division Director Jerry Velasquez. “Ultimately, the project will help to build a water secure future for South Tarawa.”
Through the project, ADB will leverage on its strong experience in the water and sanitation sector. The building of a seawater desalination plant, whose energy consumption will be offset by a new solar photovoltaic system, will be central to making South Tarawa’s water supply more resilient to climate change.
The grants will also help fund capacity building for staff from the Ministry of Infrastructure and Sustainable Energy and Public Utilities Board.
Grant cofinancing to the project is also being provided by the World Bank.
The project, despite the ongoing COVID-19 pandemic, is on track and is expected to be completed in 2027.
