[필리핀] 마닐라워터, 사우디서 두 번째 물 계약 수주
프랑스 사우르 그룹·사우디 미아호나 컴퍼니와 함께 컨소시엄 맺어
사우디 국영 수도국과 이스턴 클러스터 물·환경처리 위한 MOMC 계약

필리핀 마닐라워터(Manila Water)는 프랑스 물 유통업체 사우르 그룹(Saur Group)과 사우디아라비아 미아호나 컴퍼니(Miahona Company)와 함께 컨소시엄을 맺고 사우디아라비아에서 7년짜리 물 계약을 수주했다고 지난 10월 8일 밝혔다. 이는 마닐라 워터가 사우디에서 수주한 두 번째 계약이다.

마닐라 워터 컨소시엄은 사우디 국영 수도국(NWC)과 중동 최대 산유국인 이스턴 클러스터(Eastern Cluster)의 물 및 환경 처리 서비스 운영을 수행하기 위한 MOMC(운영 및 유지관리, Management, Operations and Maintenance) 계약을 체결했다고 밝혔다.

해당 클러스터에 거주 인구는 527만 명이고 하루 물공급 수요는 약 18억 리터에 달한다. 클러스터에는 담만(Dammam), 알 호푸프(Al Hofuf), 알 주바일(Al Jubail), 알 코바르(Al Khobar), 알 카티프(Al Qatif) 및 하파르 알 바틴(Hafar Al Batin) 등 도시가 속해 있다.

앞서 지난 2020년 12월, 마닐라 워터는 사우디아라비아의 첫 번째 프로젝트 입찰을 수주하고 노스웨스트 클러스터(North West Cluste)의 상하수도 시스템에 대한 개선 이니셔티브를 관리 및 구현하기 위한 7년 계약에 대한 MOMC에 서명했다. 노스웨스트 클러스터는 물 분배 서비스를 재구성하고 민간 부문 참여를 참여시키는 사우디아라비아의 비전 2030 및 국가 물 전략에 따라 조성된 6개 지역 클러스터 중 하나다.

마닐라 워터 사장 겸 CEO인 조콧 드 디오스(Jocot de Dios)는 “세계 최고의 석유 생산업체 중 한 곳으로부터 계약을 수주해 기쁘다”면서 “마닐라 워터와 파트너사는 동일한 관리 계약이 장기 양보 사업으로 전환될 경우 훨씬 유리한 위치를 선점할 수 있게 됐다”고 말했다.

그는 이어 “마닐라 워터가 운영관리 전문성을 전 세계 업계에서 인정받는 글로벌 물기업으로 도약하기 비전을 마련함에 따라 이번 계약 수주로 글로벌 시장에 진출한 것에 대해 매우 기쁘게 생각한다”고 말했다.

한편, 사우디가 이스턴 클러스터에 대한 물 계약을 체결한 것은 물 인프라 부문을 민영화하려는 계획의 일부이다.

마닐라 워터는 이번 컨소시엄에서 30%의 지분을 보유하고 있다.
 

Manila Water seals second water contract in Saudi Arabia

Manila Water’s consortium with French water distributor Saur Group and Saudi’s Miahona Company successfully clinched another seven-year water contract in the Kingdom of Saudi Arabia.

The National Water Company, Saudi Arabia’s state-run water agency, awarded the Management, Operations and Maintenance Contract (MOMC) to the consortium to undertake the operation of the water and environmental treatment services in the Eastern Cluster of the largest oil producer in the Middle East, with a population of 5.27 million and a supply demand of about 1,800 million liters of water per day. The cluster includes the cities of Dammam, Al Hofuf, Al Jubail, Al Khobar, Al Qatif and Hafar Al Batin. 

In December 2020, Manila Water won the bid for its first project in Saudi Arabia and signed the MOMC for a seven-year agreement to manage and implement improvement initiatives for the water and wastewater systems of the North West Cluster. This cluster is one of six (6) regional clusters created under Saudi Arabia’s Vision 2030 and National Water Strategy which restructures the water distribution services and engages private sector participation.

Manila Water President and Chief Executive Officer Jocot de Dios expressed his appreciation on the clinching of the second water contract in one of the world’s top oil producers. Winning the North West and Eastern clusters puts Manila Water and its partners in a strong competitive position when the same management contracts are converted into long-term concessions.

“We are extremely elated with this new international expansion as Manila Water gears up its vision of becoming a global Filipino water company whose operation and management expertise is now being recognized in the industry worldwide,” de Dios said.

“Manila Water will bring in 24 years of experience and knowhow in the water space to provide innovative solutions to the water and wastewater requirements in a region whose population and demand are almost comparable to our existing concession area in eastern Metro Manila and Rizal Province.”

“Our operations beyond the East Zone as well as our international operations in the Asia Pacific region also provide us the leverage to better understand and address the needs of foreign markets in providing solutions through an appropriate public private partnership framework,” de Dios added.

The awarding of the water contract for the Eastern Cluster is part of the Kingdom of Saudi Arabia’s plans to drive its water infrastructure sector towards privatization. The consortium, where Manila Water holds 30 percent interest, was chosen because of its extensive experience in water services and environmental treatment management around the world.
