[인도] CSCL, 마니마즈라 상수도 프로젝트 다시 입찰
인도의 찬디가르 스마트시티 유한회사(Chandigarh Smart City Limited ; CSCL)가 마니마즈라 상수도 사업(water supply project in Manimajra) 입찰공고를 다시 냈다.
올해 3월 허가된 이 사업은 당초 9월에 시작해 2022년 3월 말까지 마무리될 예정이었다.
그러나 CSCL이 Rs 16억2천만 달러(약 2천200만 달러) 프로젝트를 위한 입찰을 했던 이전 시도는 성과를 거두지 못했다.
올해 7월 CSCL은 합작법인을 입찰 과정에 포함시키는 내용의 수정안을 허투루 만들었다. 지난 8월 재개된 입찰 과정도 입찰가를 받지 못했다. 현재 이 프로젝트는 적어도 2021년 말까지 연기될 것으로 예상된다.
프로젝트의 범위에는 현재의 네트워크를 개조하고 새로운 네트워크를 설치하는 것이 포함된다. 또한 토목, 전자 기계, 계기 및 스마트 수도 계량도 포함한다.
이 프로젝트의 완료 시간은 시범 운영 3개월을 포함해 24개월이라고 한다. 당첨된 업체는 15년간 운영 및 유지보수를 담당하게 된다.
이 프로젝트는 마니마즈라 지역의 총 1만3천700개의 물 연결을 대상으로 한다. 또한 누수량을 현재의 50%에서 15%로 낮추는 것을 목표로 하고 있다.
마니마즈라 24×7 급수 프로젝트는 CSCL의 스마트 시티 미션의 일환이다. 이 프로젝트의 성공은 앞으로 진행될 범도시 24×7 물 프로젝트에 상당한 영향을 미칠 것으로 예상된다.
CSCL과 찬디가르(Chandigarh) 시립법인은 프랑스의 한 개발은행인 아겐스 프랑세즈 드 데벨로프( Agence Francaise de Developpement)와 이 사업을 위해 55억 달러의 차관을 확보하기 위해 협의 중인 것으로 알려졌다.

India’s CSCL floats tender again for Manimajra water supply project
India’s Chandigarh Smart City Limited (CSCL) has floated tenders again for the water supply project in Manimajra.
The work on the project, which was approved in March this year, was initially slated to begin in September and finish by the end of March 2022.
However, CSCL’s previous attempts to find bidders for the Rs1.62bn ($22m) project didn’t come to fruition.
In July this year, CSCL made amendments in vain to include joint venture companies in the bidding process. The restarted tender process in August also didn’t receive any bids.
The project is now expected to be delayed at least until the end of next year.
The scope of the project involves retrofitting of the current network and setting up of new network. It also includes civil, electro-mechanical, instrumentation, and smart water metering.
The completion time for this project is said to be 24 months including three months for trial run. The winning company will be responsible for operation and maintenance for 15 years.
This project is intended to cover a total of 13,700 water connections in Manimajra. It also aims to bring down water leakage from the current 50% to 15%.
The Manimajra 24*7 water supply project is a part of CSCL’s Smart City Mission. The success of the project is expected to have significant impact on the organisations’ upcoming pan-city 24*7 water project.
CSCL and the Chandigarh municipal corporation are reportedly in talks with a French development bank, Agence Francaise de Developpement, for securing a loan of $5.5bn for this project.
