[미국] 농무부, 29개 주에서 농촌용수 및 하·폐수 인프라에 투자

 
"투자는 169,000 명의 농촌 미국인에게 혜택을 줄 것입니다." 조엘 백슬리(Joel Baxley) 미국 농무부 차관은 최근 농촌 물 인프라를 향상시키기 위해 USDA가 29개 주 전체 71개 프로젝트에 1억9천200만 달러를 투자하고 있다고 발표했다.

조엘 백슬리(Joel Baxley) 차관은 "트럼프 및 퍼듀 농업 장관은 시골 기반 시설 개선을 위한 기반 기둥으로 시골의 물 수요를 파악하고 충족시키기 위해 시골 개발을 지시했을 때 매우 분명했다"라고 말했다.

조엘 백슬리(Joel Baxley) 차관은 이어 "안전하고 신뢰할 수있는 물 인프라는 미국 농촌의 건강, 안전 및 경제적 활력에 중요하다.  안전한 물과 기능성 폐수 처리 시설을 이용하지 않으면 농촌 지역의 지속 가능한 성장이 불가능하다"고 강조했다.

 USDA는 물과 폐기물 처리론(the Water and Waste Disposal Loan and Grant program)을 통해 1억9천200만 달러를 투자하고 있다.  농촌 공동체, 수자원 및 기타 자격있는 단체는 거주자가 1만 명 이하인 농촌 지역의 식수, 우수 배수 및 폐기물 처리 시스템에 이 기금을 사용할 수 있다.

 다음은 이날 발표된 투자 사례이다.
▶ 플로리다의 아팔라치콜라(Apalachicola)시에서는 2천328명의 인구가 중앙 수처리 시설을 개선하기 위해 47만4천 달러의 대출과 220만 달러의 보조금을 받고 있다. 여과공정은 처리된 물에서 소독 부산물의 수준을 줄이기 위해 업그레이드 될 것이다. 이 시스템은 1천463명의 고객에게 서비스를 제공한다.

▶ 시그머니(Sigourney), 아이오와(Iowa), 인구 2천59명이 거주하는 도시는 하·폐수처리 시스템을 업데이트 하기 위해 390만 달러의 대출을 받고 있다. 시에서는 백업 발전기를 구입하고, 새로운 폭기 시스템을 설치하고, 잠수된 활성화 된 성장 반응기 시스템을 건설할 것이다. 이러한 개선은 시스템이 아이오(Iowa)와 천연자원부가 정한 새로운 암모니아 한도를 충족시킬 수 있게 한다.

▶ 인구 783명인 멀런(Mullan, Idaho)은 본토 하수도관 1만4천500피트를 업그레이드하고 103개의 맨홀을 대체 또는 복구하기 위해 120만 달러의 대출과 39만3,000 달러의 교부금을 받고 있다. 이 프로젝트는 바이 패스 및 처리되지 않은 하·폐수를 제거하여 환경을 개선한다. 

또한 싱크대를 막고 불완전한 맨홀을 수리할 때 도시 요원이 노출되는 위험을 제거한다.  미 육군 공병부대(US Army Corps of Engineers)는 미국 주택 및 도시개발부(Department of Housing and Urban Development)에서 50만 달러, 아이다호 환경부(Idaho Department of Environmental Quality)에서 3만 달러 등 추가로 100만 달러를 지원하고 있다.

 USDA는 오늘 알라바마, 알칸사스, 캘리포니아, 플로리다, 아이다 호, 일리노이, 인디애나, 아이오와, 캔자스, 켄터키, 메인, 미시간, 미네소타, 미주리, 미시시피, 몬태나, 노스 캐롤라이나, 노스 다코타, 뉴 멕시코, 뉴욕, 오하이오, 오레곤, 펜실베니아, 텍사스, 유타, 버지니아, 워싱턴, 위스콘신 및 웨스트 버지니아.

미 의회는 2019년 회계연도에 USDA 수자원 및 환경 프로그램 대출 및 보조금을 2억9천만 달러로 책정했다. 미 농무부는 향후 몇 주 내에 추가 예산 발표를 할 예정이다.

2017년 4월 도널드 트럼프(Donald J. Trump) 대통령은 농촌 지역의 농업과 번영을 도모할 수 있는 입법, 규제 및 정책 변화를 규명하기 위해 농업 및 농촌 번영에 관한 부처 간 태스크 포스를 설립했다.

USDA Invests In Rural Water And Wastewater Infrastructure In 29 States

Investments will Benefit 169,000 Rural Americans

Acting Assistant to the Secretary for Rural Development Joel Baxley recently announced that USDA is investing $192M in 71 projects located across 29 states to improve rural water infrastructure(PDF, 201 KB).

“President Trump and Agriculture Secretary Perdue were very clear when they directed Rural Development to identify and meet rural water needs as a foundational pillar in improving rural infrastructure,” Baxley said. “Safe and reliable water infrastructure is critical to the health, safety and economic vitality of rural America. Without access to safe water and functional wastewater treatment, sustainable growth in rural areas is not possible.”

USDA is making the $192M investment through the Water and Waste Disposal Loan and Grantprogram. Rural communities, water districts and other eligible entities can use the funds for drinking water, stormwater drainage and waste disposal systems in rural communities with 10,000 or fewer residents.

Below are some examples of investments announced today:
-The city of Apalachicola, Fla., population, 2,328, is receiving a $474,000 loan and a $1.2M grant to improve the central water system treatment facility. The filtration processes will be upgraded to reduce the level of disinfection byproducts in the treated water. The system serves 1,463 customers.

- The city of Sigourney, Iowa, population 2,059, is receiving a $3.9M loan to update its wastewater treatment system. The city will purchase a back-up generator, install a new aeration system and construct a submerged, activated growth reactor system. These improvements will enable the system to meet new ammonia limits set by the Iowa Department of Natural Resources.

- Mullan, Idaho, population 783, is receiving a $1.2M loan and a $393,000 grant to upgrade 14,500 feet of mainline sewers and replace or rehabilitate 103 manholes. This project will improve the environment by eliminating bypasses and untreated wastewater. It also will prevent sinkholes and eliminate hazards to which city crews are exposed when they repair deficient manholes. The U.S. Army Corps of Engineers is providing $1M in additional funding, along with $500,000 from the U.S. Department of Housing and Urban Development, and $30,000 from the Idaho Department of Environmental Quality.

USDA is announcing investments today in Alabama, Arkansas, California, Florida, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Michigan, Minnesota, Missouri, Mississippi, Montana, North Carolina, North Dakota, New Mexico, New York, Ohio, Oregon, Pennsylvania, Texas, Utah, Virginia, Washington, Wisconsin and West Virginia.

Congress appropriated $2.9B for USDA Water and Environmental Program loans and grants in fiscal year 2019. USDA will make additional funding announcements in coming weeks.

In April 2017, President Donald J. Trump established the Interagency Task Force on Agriculture and Rural Prosperity to identify legislative, regulatory and policy changes that could promote agriculture and prosperity in rural communities. In January 2018, Secretary Perdue presented the Task Force’s findings to President Trump. These findings included 31 recommendations to align the federal government with state, local and tribal governments to take advantage of opportunities that exist in rural America. Increasing investments in rural infrastructure is a key recommendation of the task force.
